There could be a little more insight about what you can and cannot do in terms of how many steps to take at once.
So first of all, we are attempting to bring as much fuel as we can not leaving any behind (as we will see, the minimum amount we need are all 45. So rather than looking at the distinct parsec steps where we can make a halt we rather look at the segments connecting them.
For the first segment, in order to move all fuel forward, you need to take 3 trips forward. Since you need to get back, the first segment will be crossed 5 times (3 times forwards, 2 times backwards, making us lose 5 units of fuel, so we end up at cache point 1 we can at most have 40 units of fuel.
Same logic goes to deposit points 2 and 3, having respective 35 and 30 units at most. So, in terms of fuel efficiency, it doesn't matter, if take more deposit steps or not, because you will still have the same amount of fuel on regarding point.
But this changes after point 3. Since we only have 30 units left, we only need to take 2 trips at this point. So now, when we attempt to move each fuel unit to the next point, we only lose 3 units (2 forwards, 1 backwards.
So at this point, we can conclude, that taking all fuel directly to point 4 will make us waste fuel, since we would need 5 trips between points 3 and 4, meaning that at one point we will actually need to deposit some fuel at point 3 (of course one could choose some more chaotic strategy by having several points with deposited fuel, but we want to keep simple.
So, going on with the same logic, we can reach points 5, 6, 7 and 8 making us lose at least 3 fuel units for each progression.
So on point 8, the maximum amount of fuel can be 15. At this point, all remaining fuel fits into the ship and we can progress freely, as long as you do not go back (Of course, you still can do some stops in between. Maybe sightseeing? I won't judge if you consider it.
So concerning that the overall scenario is a race, we do not want to waste any time depositing fuel. So yes, if we want to minimize the amount of stops we take, we bring all fuel to point 3 in 3 forward trips, then we bring the rest to point 8 in 2 forward trips and in the end moving directly from 8 to 23.

I did it with a faster way. Start with 15 fuel and drop 9 fuel in point 3 and go back. Now take another 15, reach point 3, take 3 fuel from the 9 fuels dropped earlier and proceed to point 8 and drop 5 fuel there and return to point 3. Now the tank is empty. Take 3 fuel from point 3 from the 6 fuel left and go to start point. Now again fill up tank with 15 fuel. Take the 3 fuel remaining in point 3 and proceed to point 8 and fill up with 5 fuel left there and then there you go.

If you place this riddle in empty space, you tell the kids a lie! You need the same amount of whatsoever to stop anywhere, since you cannot use brakes of any kind. So to arrive and stop at 3 pc, you'll need 6 units, and another 6 to go back and stop. Place the riddle on earth, use charged batteries or units of green Hydrogen, it will be still hard enough!

But you won't be able to leave, you'll be stuck at the alien xenological site, with no faster than light fuel, and you'll be just sitting there waiting until the other aliens come and take it away from you. hitch your ship up to whoever the first person heading toward station, then blow them and your ship up with all 15 units in your tank and get away with the advanced tech in the station.

Wouldnt you just be able to reach max speed and then turn off youre engines since youre in space and then do the same thing back. That way youd expend way less fuel

I got it in about 15 minutes or so by putting 18 on the 3, but instead of dumping 5 on the 8 spot I put 2 on 5 spot, 2 on 7 spot, and 1 on 8 spot.
