Unlike the Earth, space is mostly vacuum, so a highway would only increase cost and friction. Most space probes cruise with only a tiny bit of propellant used after launch. We will (eventually) have a 'highway' or space elevator taking objects into orbit cheaply, albeit after a stupendous investment in infrastructure.
