The reason people who cheat in GTA or the people who make those mods don't get sued, is because they do not ask for money. I had a guy who wanted to donate money to me for feeding him money in GTA and I refused. Making a monetary profit from cheating of any kind is f#-$ed up.

It doesnt really matter how powerful it is if it wont have any exclusive games. Phil Spencer already confirmed every game on scorpio also has to run on XBOX 1. So it might look better, but it isnt a new console.

You cant say Scorpio will be more powerful than a PC or other way arround. It will depend on what PC. Low-, High-End or Midrange? How old are the components? Are they well balancded? etc.

ps4 games on the PC? nah i don't think so why? its not a good idea if Microsoft partners with sony. project Scorpio IMO there maybe some surprise's wait until the details at E3 event

Why even bother. You're still gonna pay twice as much for a console now which isn't bad. And membership. I'd rather buy a pc where I could play all games.
