Its not like the Talocan were hiding beneath the sea since the days of the conquistador's until Namor showed up on the beach in Wakanda. The Talocan had no trouble wrapping their heads around those dive suits, that big oil rig like facility or Helicopters and modern fire arms and the under sea drill. Seems like the Talocan have been keeping themselves caught up with whats happening on the surface so they might have sought and found answers to what happened during and after the blip.

The one big thing in either B. P. that oddly never comes up. (honestly, there's to many issues to list but here are a few)
1. The society is a Caste System, ensuring that the elite are fully provided for by the untouchables
2. Wakandans, through their unwillingness to intercede, condones slavery
3. By being isolationists/homogeneous. Wakandans practice racism/discrimination

The BLIP? THAT oddly came up? I kept thinking. where were the Avengers when all this was going down! Or at least what's left of them. Where was Black Widow, Hawkeye, Ant-Man, Capt. America and/or Bucky (the Winter Soldier, War Machine, Professor Hulk, or Capt. Marvel? You're telling me each one was MIA or indisposed somewhere else?

Another rubbish take, I guess all publicity is good publicity. The movie addresses this very well its more of a show don't tell. Namor makes promises, not threats and as a consequence of Wakandan decisions, he fulfills that promise. That is the best way I can answer that without giving spoilers.
