I do believe Madam Medusa from Little Rescuers deserves a spot on this list or at least an honorable mention. And The Wicked Witch is kinda an epitome of an Over-the-Top Villain, an original villanous character we love to hate. But undeniably since The Wizard of Oz a lot of new charismatic villains have been created and they're probably worthier of taking up spots here.

I'd add the Duke from Rock-a-doodle. Big scary-looking owl, deep scary voice, magic. .. breath? Sure, it's not a great movie, but it was not difficult to tell he was bad news.
And all the characters in the honorable mentions shouldn't have been honorable mentions. They should have been on the list. They were much more menacing than others.

Rasputin from Anastasia is terrifying because of his decaying state, but at least Christopher Lloyd's voice make him worth watching. Not that he is a terrible villain, but his appearance isn't the type to take a look at either.

Tbh I was never a fan of this very obviously evil look most Disney/kids movie villains seem to share (even when I was a kid. Over the top is okay, but these people are so predictable it's boring.
