What the hell is Ras al ghul doing in this ranking and why is Prometheus so low? He is by far the best villain, Tom Cavanagh s thawne and deathstroke are the only ones that are close. What makes Adrian Chase amazing is that he has real motivations to be a villain and not just madness or thirst of power. The guy that killed his father in cold blood is regard as a heroe and he is kind of right about oliver. He is similar to Killmonger, the best MCU villain, and reminded me of the Joker, best villain ever. And we cant forget that he kind of save arrow after the terrible second half of season 3 and the awful season 4.

Vandal Savage was an ok villain, but I would have only put him in as an honourable mention, also think Jon Cryer as Lex Luthor is absolutely brilliant, the right balance of condescending, dazzlingly intelligent & witty, and just a wee bit unhinged, the fact that he was nowhere to be seen given his stature in the DC comics universe is a travesty!

Savage and Rhea were absolutely terrible, Snart is an anti-hero or better described as a legend and Im assuming this is Damien Dhark as a whole and not just in arrow season 4.
