At least three of these problems can be solved with simple solutions. For rice and potatoes all you need to do is rinse them well before you cook them the first time, which you should do regardless of bacteria because they both grow under ground/in mud. All you need to do to properly reheat a hard boiled egg is to stick a tooth pick through it 1 or 2 times so that there is a route for the steam to escape.

PS For foods that tend to explode in the microwave (eggs, pork skin etc, reheat longer at a lower power setting. To cook raw eggs in the microwave, break the yolk first, then stir until marbled, cook at lower power setting.
