To anyone watching this on the future:
This isn't the -_only_- way to get the Rage Upgrade or Cipher. Can't remember where I got them but I had full Rage and all the Ciphers long before I learned about this area.
Just explore and you'll find everything.
Oh and those Nornir chest symbols rotate on their own. Just throw the wind in and wait for the symbol to appear instead of constantly yanking it out like this guy does.

i can't even find that place. it looks totally different for me. no fog, less snow there etc. I've got everything from about 2nd minute and later, but not before. Looks like i've got much more water there then you do

That's the wrong chest, the correct chest is in the building on shore, you have to use the blades of chaos to us the wind to unlock it, I just got it and I already had that chest

That first chest, it doesnt show on the cliffs progression does it? Because I got it a while ago, and came back but it doesnt say its discovered
