It’s a swimmer puppy, they do recover with work but the breeder did not care, she breeds for profit (as many Frenchie breeders do as they sell for a lot of money. This condition occurs in many breeds and with a little work can be resolved. It’s a back yard breeder issue. Please seek a reputable breeder.

Taping the back legs so they cannot splay, pretty much works all the time, unless there are other issues involved. Glad the little muffin got help.
