Haha definitely an English version of Scottish history. Tartan didn't die out. It was hidden due to the fact. like the gaelic language and the bag pipes. Who did you fact-check the bit about tartan restrictions with? The literal queen of England? It's nonsense. You even mentioned that Disney registered a fashion tartan in the same video. Clan tartans are meant as a way to show support & solidarity; relatively few tartans are restricted or conditional.

One of the beast things about stories is that they don't have to be historically accurate. It's a story. You can make it up as you go along. A lot of writers write as a way to escape into a better world. So who cares if it's not historical accurate especially when it comes to fairy tales.
