Well I mean we do see Audrey and ben in the office before the clip of beast ben takes place meaning that it is most likely the Audrey cursed ben as the witch did in the original story as she didn't follow her destiny after ben got together with mal and instead she got angry and turned against all those she held dear before even getting annoyed with her 'Grammy' and I also think that ben was a normal kid as after a curse is broken it is removed so it doesn't take place again meaning there is a possibility that ben was born a normal child as both his parents were normal at the time of birth meaning that instead of blood making ben a beast it was Audrey alturing her destiny and becoming the witch of her ex boyfriends story. This also backs up my other theory about how we never see another decendants film with Ben's father becoming a beast as if her wasn't cursed with also backs up my theory even more on how the curse is removed after broken,

I think Audrey was the one who turned Ben into a beast because he dumped her over Mal and Mal and Harry were a couple too so maybe he didn't want Harry to hurt her so he was over protective and in Decendants 3 Audrey said Let's mess them up a little

I think it was Audrey cursing him because in Ben's castle after talking to Audrey she says, sleeping is too good for you then blasts him with the sceptre and you don't see Ben again until he is the beast

Celia isn't the one who cursed Ben because if you notice closely, you see when Ben is a beast, it is daytime but when Celia destroys Hades's Ember it is night-time
