The truly scary MCU villains to date are:
Dormammu as he's a demon.
Thanos: because he believes in the righteousness of his actions.
Red Skull/Baron Strucker's Hydra as they compromised SHIELD from within, a nod to Marvel's Nick Fury vs. SHIELD miniseries back in 1989. In that miniseries, Alex Pierce was Nick Fury's right hand man, and later his bodyguard.
Robert Redford was very effective in the role; loved his surprise cameo in Avengers: Endgame.
Honorable mention (as he's not yet officially in the Marvel Cinematic Universe, Dr. Doom, who's STILL Marvel's Best and Coolest Supervillain.

The villain of Black panther is Black panther not Kilmonger, mans lost the battle fairly went back on rituals to seek out another tribe to cause a civil war in aim to win back the throne. Kilmonger on the other hand was respectful of the culture of wakanda despite them murdering his father and abandoning him as a child orphan. His whole goal was global domination not for himself but his race that-s as altruistic as it gets. Black panther is a tribalist.

What? No Zemo? I know he was not as flashy as some of the MCU villains, but unlike the others, he accomplished his mission. He shattered the Avengers with a single bomb, a mask, and a video tape. He tore the heroes apart, and it took losing to Thanos to bring them back together. He is the most successful villain in the MCU.

I'm sorry seriously Zemo is underrated. First off his a villain with no superpowers yet he masterminded the break up of the Avengers. How is this over looked? A villain in my opinion uses more than just weapons and brutal force. They use their minds and Zemo really displays how brilliant he's work is.

How do you put dormammu, a being who's Soul Purpose is to rule all of reality, at the bottom of the list and have street level villains like the vulture above him? That would be like saying Hawkeye could beat world breaker Hulk in a fist fight.
