It simply doesn't make sense to classify Cyclops as Alpha and Surge as Beta. Both of their power sets are similarly strong. Both have control issues. So what's the difference?
Cyclops clearly has a lot more experience in leadership and combat and is physically stronger. But should any of that affect his power level classification? I think not.

This application of the greek alphabet is used as a labeling system for the way a mutant power manifests itself. Like type 1. type 2. Etc.
In this instance it does not denote an individual's social standing in a pack or tribal environment.
EXAMPLE: jubilee is an alpha level. Wolverine and cyclops are beta level.

Yall mistalked about angel! He has super strength, agility, can fly, fast healing factor and his fisiology and anatomy are adapted to fly! Like a bird. Then he gets all his abilities evolved by Apocalipse and metal wings who can shot feather as extremely Sharp -knifes- and as strong as bullets. He's at least alpha. After apocalypse.

Jean Grey as the Phoenix. If you look back at the original Claremont stories, she fails again and again to completely follow through with her Phoenix power, being defeated by Magneto and Proteus. If she wasn't bailed out by her teammates, the X-Men would have been killed or left helpless like they were by Magneto.

Wolvie is clearly a Beta level Mutie. but with a clearly Alpha level personality, is somehow ironic how come such a lower level power compared to beings who might even get to warp relity itself like some other mutants could be actually the favorite of some many people (me included)

Wolverine should be Alpha because his healing factor is really good he survive getting blown up. Also he is very tough and can beat also anyone in a hand to hand fight. Also he is Canadian.

Hold up, Angel/Warren had the ability to heal others for a time. And at one point his blood had healing properties. So baseline human without the wings seems a little off IMO.
