I would put in the list Santino D'Antonio from John Wick 2 and the Marquis de Grammont from John Wick 4 because the two are despicable. Santino forced John to return to the Underworld to kill his sister in order to have a chair in the High Table, but then betrayed John and order his death to hide his involvement in his sister's death, going so far to take refuge inside the Continental by thinking that John wouldn't have the guts to break the rules of the hotel just to kill him. The Marquis was gaining more power inside the High Table and wanted to prove that he would be the new face of the Underworld, thus becoming a dictator, and to achieve this he wanted to eliminate John and all the people and places associated with him like killing Charon, blowing and attacking Continental Hotels, force retiring assassins like Caine to go back to service by threatning loved ones, going back on deals he made like the one with Mr. Nobody and cheating in order to win the duel against John Wick, so in the end everyone was sick of the Marquis, including the High Table, so it was satisfying when John put bullet in his head.

Die Hard 4 villain tore the whole country. What he get Some quick shot to the heart. AND THEN the FBI arrives to help. Maggie Q got a worse death and she too hot for that, man.
Olympus Has Fallen. NK baddie was nasty and he gloated all the way til he gets killed. Gerard Butler didn't even have a one liner.
Look, we all miss PSH but Owen Damien in Mission Impossible 3 had the upper hand all the way through. The one time he didn't He gets crashed by a truck in a blink and you'll miss it manner. The other bad guy, Billy Crudup He gets killed by Ethan's WIFE.

Carter Burke from _Aliens_ would be a definite pick from me. Of all of the Weyland-Yutani representatives to appear in the original trilogy, I'd argue he's the most duplicitous-- he didn't even seem like a villain at first, and he genuinely seemed to care about what Ripley has to say while the rest of the company dismissed her. But once he showed his true colors by endangering Ripley and Newt, it was just a matter of time before he got (quite deservingly) torn to shreds by the xenomorphs.

To be fair, the British Army during the American Revolution as a whole, had quite a lot of restraint on it's troops. That's what kept them from being as despicable and relentless as the fictitious Tavington (whom General Cornwallis despised, and possibly from them winning the war against the Continental Army.

Hans Gruber NOT hated. He was a delicious villain played by a great actor RIP Alan Richman. Gone too soon. He played both drama and comedy equally as Well - Galaxy Quest. Kathy Bates in Misery was one of the best performances of all time in Stephen King adaptations

I laughed maniacally as Christabella and her fanatics were ripped apart at the end of Silent Hill. While she doesn’t have much on Margaret White, she is still detestable in so many ways. Her end with the barbed wires was glorious.

Jason's death as Captain Hook is also satisfying as he is reminded before that he is old and Alone and this thought blocks out all happy thoughts and hia ability to fly when he is right over the crock who is waiting to eat him.

The villain defeat that I liked is Emile Stenze from White House down and mildly the girl from scream 5 that killed Dewey and Gail avenged him. There are a couple of others that I can’t think of at the moment.

One thing I noticed when I first read Mockingjay was President Coin’s last name. There were two sides to her, and her true self was evident near the end of the book. Suzanne Collins wrote that part so well

The butcher Tarlton was in fact real, and was in fact an evil bastard. The innaccuracy in the movie was that he didnt get killed and in fact lived out the rest of his life in luxury.
