You notice the red thread was to make it look like it's bleeding. Thus is to make prey aka the lure to look injured and draw in fish. The extra part was likely added to make it have the twitch more and from angle it sits it would likely make it jerk some to one side like a hurt fish: )

That thing had a lot of oil in it, I'm glad we got it out of the river. He says as he lets it drain into the river. I know because he showed a shot of it draining between the rocks, and said I can't believe it is that old and still has this much oil in it!

Maybe they sewed it Bc it was special to them like maybe a gift from someone who they went fishing with a lot and it broke so they sewed it in hopes of keeping it together
