The boat that was trolling in front of you actually had the right of way. Your boat was the give-way vessel. Although it would have been courteous for him to give you more room, the kind of fishing you are doing does not qualify your boat to have the right of way as a fishing vessel. If your boat had hit his, I think you would have been found to be mostly at fault. I am a former Coast Guard officer.

my favorite boater is the guy who off loads the entire contents of the bed of his pickup while sitting in the center of a two boat ramp, then can't figure out why it won't stay running since it ran so good when he had it out last time, two years ago, then decides that would probably be the best place to work on it with all the rusty tools he can drum up, a screwdriver and half a pair of pliers.

Yeah, the other boat was very much too close. Real risk of fouling your lines in his props. He should have stayed several hundred yards off. Needs to take a CG refresher course!
