I don't know what the ''pot is maybe forgotten idea.
later pin 11 is declared as output
pinMode(A3, OUTPUT);
but then:
pinMode(pot, INPUT);
So as I understand pot (pin 11) reverts to input again and you're trying to write it H or L, actually turning on and off internal pullup? Do I got it right? May this be a reason for pin's strange behaviour?

Funny. when I was in high school early 70's, nixie and flip number clocks is teh best there was.
in 1969, we got to see our first desktop calculator, a SHARP nixie type the school district could only a afford a few. they were 600 in (1969 dollars. theyve been a buck in the
dollar store for 20 years. Moore's Law is alive and well. American brains went the other
way, and are now n==unrecoverable mush.

Nice job. Three suggestions - cut the nixie tube wires each to a slightly different length - staggered - so you are only dealing with one wire alignment at a time, use a DS3231 clock module, Pi Zero W with NTP or low cost GPS module for clock accuracy.

Before LED's all of our test equipment had Nixie tube displays. We'd set a counter to a high speed, then stop it at random, play poker with what you got in count on the five fastest displays. Got to kill time some how.

Can you make a video explaining how does this high voltage DC converter work, does it firstly convert DC to AC, then increases the voltage with a transformer and then converts it back to DC?

It is better to use a bit higher voltage e. g. 180V and larger resistor 15K, that makes the current per tube more uniform against possible spread of tube on-voltages

Try making a plexiglass clock using arduino nano. Also try making the plexiglass using acrylic sheet and it's no. s carved in hand that would be an awesome video

my suggest to counter the insufficient output pins: arduino--->74hc595n x 2 (daisy chain)---->nixie tube driver ic
now you only use 3 pins from arduino
