Many people seem to forget that the british had also been plundering and looting many counties and towns in the Chesapeake Bay in Virginia/Maryland way before the capitol was burned. starting around March 1813 British marines began raiding plantations farms and coastal communities across Virginia and Maryland, and with the looting and burning of York Canada, Washington D. C should've saw a future British invasion in the near future.

By the way for anyone curious about the ending, the Americans managed to defeat the British at Baltimore immediately after the white house was burnt which led to the British retreating from the Chesapeake bay with their commanding general Robert Ross killed, and the British invasion into northern New York was decisively repulsed.

Burning the WH was a symbolic not strategic attack. Later in the war the British were getting decimated by the US Army. And would have lost badly had not a peace been made

Let's remember that in same time British fought in Europe against Napoleon coalition. So for GB this war was not a priority, but still they managed to burn down White House.
