Shostakovich wrote a fugue that is 100% chord tones (fugue in A Major, from his 24 preludes and fugues)
It's not the most interesting piece, but it does show this possibility. It's also interesting if you look at all his other, often very dissonant pieces, and then see this -pure- piece that lacks any of his characteristic dissonances, or any dissonances at all
