Alright, i've been giving this one a bunch of thought, and i think that i've come up with a solution to time stop, at least in to some extent. Let me explain:
Messing with physics is a no no, so instead of that, we will mess with consciousness instead; how about instead of freezing time, we freeze. PEOPLE! If we simplify human beings (or even better, most life forms) to the bare minimum, they are a brain with some nerves and eyes, so let's use that into our advantage. By freezing all the electrical signals that bodies receive(or even better, just allowing specific signals to be constantly applied to a body, like breathing or staying still, etc, we can essentially freeze time for everyone except ourselves (of course) this comes with the obvious disadvantage of not freezing time itself, which means people age and days continue, and that abusing this power will make it clear that there's a time stopper somewhere.
Now this comes with a clear problematic, which is stealth(for those who want to take part into some illegal activities); we can add to our -time stopping- powers an EMP that can shut down electronic devices in an x radius, making it so no surveilance cameras or certain electronic devices work, which is good in extreme cases like for example a nuclear threat or something similar.
Your only threat now are projectiles, and those work cuz of the laws of physics, specially gravity, so i'd rather not fix them, or i'll find a way to fixing them later, idk.

Edit 1: i just thought about one thing, that would be traffic; if we stop time, we basically kill a lot of people, so we will also add an effective radius/area to our ability, and where we want to use it, being selective to the specific people or area we want to freeze time on.

Let's say it all worked perfectly like in the movies. One thing that not many people talk about is how if time keeps moving for you, you will keep aging. So, if you love freezing time for long periods of time you would quickly fall out of sync with the people around you. To them you'd start aging strangely fast

If you can stop time you will able to see since the light speed is a constant for every reference system in that case you are the reference system, so since the light go to 300. 000km/s will move to that distance for your seconds (I know that I explained it bad but you can still get the point)

It-s hard what exactly is defined as stopping time. What organisms are frozen? How about bacteria in your stomach necessary for survival? Viruses aren-t technically alive, would they multiply when time paused? Would rivers flow, would weather happen? If so hundreds of thousands would die.

Answer: I would move a french a few steps down on stairs few times, kill a 17-year old, stab a throat of 69 year dude, fight another 17 year old teenager, push that frenchman away by single punch, throw a road roller at that teenager and then commit a punching barrage.

what we'd need would be a mechanic that only affected living things. course, that would necessitate only 'pausing' it for brief intervals so as not to get a community with big chunks of missing time. :)

2: 19 wouldn't having a bubble around you where time still flows mean that you can see things normally. Because as you move and the light particles pass through the bubble around you and help you see

Actually, I have been thinking, you CAN unfreeze certain things if u want, so, if I had the ability to stop time, the first thing I would do is unfreeze the photons and -air waves- around me.

Time is relative, If you can stop time it means you will become a statue too. If everything stops but only you are able to move, it means time is not in your control but the things.

We can stop time. Just put the time in our phones near an object. lf it-s close enough then the phone timer will not change the time in your contary time will stop!
