Kerry is talking about what economics calls -externalities-, or externalized costs. Normally, if you want to make a better product - you pay more for better parts, better design, etc. This increases the price of the product, and if demand is good you're in business.
Now consider fossil fuels corporations, that provide energy for so many millions of people and have changed the world. Their business is predicated on ripping the fuel out of the earth, processing it, getting rid of waste, and then either burning it for electricity or transporting it for use. Every single step in the process bears a burden on the earth, but they never had to pay a cent for it, because who's charging? Now, who suffers for fossil fuel use? All of us. Fossil fuel corporations have never paid for the cost of doing business, which represents a huge market failure because if they did, alt energy would have blown up years ago (especially nuclear. Now, fossil fuels were undeniably critical to the progress of civilization, and still continue to be, but the externalities can't be ignored.

Does anyone else get tired of Globalists telling you why they need your money to stop climate change? Exhausting. These people don't care about you or me.
