As far as the movies go, Bucky has too much baggage. Friendship and superpower doesn't mean worthy of the shield. Upon learning of his origins, Bucky chooses to remain in hiding, or keep to the sidelines; brought back into action only at dawn of an alien invasion. Hell, he even refers to himself as merely semi-stable. Meanwhile, Sam has made the conscious effort to involve in himself in the good fight, long after his service is over, even when he doesn't have to, whether it's on the battlefield, or helping fellow vets deal with civilian life. He practically earned the right as soon as Cap said to him that he didn't need to get involved with finding the Winter Soldier. to which Sam replies: When do we start. Even at the end of Endgame, Sam offers assistance to Cap in returning the stones, when he doesn't have to. Dude may not be super, but he IS a soldier. Cap recognizes that. Steve Rogers was chosen because out of all the bigger, macho, and outspoken military men, his lil scrawny ass was the only one willing to jump on a live grenade to protect everyone else. It's about selflessness, which Sam has consistently displayed in his film appearances.

Tbh, I'm kinda disappointed that Steve didn't handle his shield to Bucky. I mean probably because I expected too much with the fan theories or I thought that they were foreshadowing Bucky holding shield in the First Avenger and Winter Soldier. He has super strength and metal arm (plus, from what I know, Winter Soldier as CA in the comics is amazing. So yeah, I thought that would happen in End Game but I understand why they made Falcon as CA instead. Even if Steve will give it to Bucky, he knows that he'll refuse. Bucky is still guilty especially killing Howard. And the shield is made by him so it's kinda awkward. Even Tony wanted the shield back in Civil War. Hahaha. Falcon is already saving a lot of people back in the day and he's also loyal so Steve considered him as the next CA. But I agree, if logically speaking, if he doesn't have super serum he might not last long. Probably he'll have it in Falcon and Winter Soldier.

You points about why bucky wasn't given the shield are interesting now let me give you some, the reason bucky wasn't given the shield, because Marvel (and Disney) wanted to give it to someone who was YOUNGER, bucky is about the same age as captain america, give it to someone who is from the WW2 era? (They are FORGETTING these guys don't age like normal humans) How can a younger audience whos great grandparents, or great great grandparents were from this era? Marvel (and Disney) COULD have done a better job with Bucky Barnes - recieved the BEST mental rehabilitation, allowed him to come to terms with himself and have NO fear of anyone having the ability to manipulate him again! With no linger doubts about himself he could take up the shield for the GOOD of not only america but the planet earth! But no! They wanted to go in a DIFFERENT direction(And don't forget to capture that younger audience)

Bucky was a soldier at the time because thats what young men did, he liked chasing girls and he was a good soldier but it wasnt his love, he was then turned into a solo operating assassin through torture and mind alteration, he hates that part of his life it haunts him, he is also the reason for a major fracture of the avengers team, when he finally has his mind back hes farming far away from everyone, captain America isnt just a super soldier hes a leader, Bucky is by far the most skilled but I dont believe he wants it, Sam however is caps lieutenant, he ran ops with him, and we see him helping veterans in his spare time, he has far more leadership qualities and wants it, I dont think Bucky wants the weight of de facto leader of earths greatest force, Sam makes far more sense if you consider that leadership is more than combat skill.

That's the very same reason why Bucky is the perfect candidate, it would be an awesome redemption arc in the same like maturity all cap. America movies have. Fighting his way to forgive himself and be the patriotic hero he ALWAYS have been. He basically sacrifice himself in the train fighting Hydra operatives, he is still a war hero, and i think his redemption arc would be awesome.
And Falcon is just human (no super soldier serum, he doesn't met the strength status criteria to even lift the shield, even more so throw it, hit three enemies with it, catch it and then jump off a building with just a few scratches. As Falcon he can't carry it, it would de-stabilize his wings and aerodynamics. The best scenario should have been Captain Bucky and Bro manuever Sam as a Duo.

i can name a few reasons why bucky doesn't deserve to be the new captain america 1 falcon became the new one 2 bucky was already the winter soldier 9 years. 3 he never deserved it because he has issues. 4 he went from a demon to a perfect little angel 5. he was onced brainwashed by hyrda they made him a demonic serial killer 6. he wasn't in controlled when he committed his crimes. 7 he murdered mr. starx parent and made his teammates into enemies countless times. 8 he would be overpowered. 9 he was his own weapons 10 he's just too much to replace captain america. anyone deserves to be captain america! even falcon.

Sam can never replace Steve as CA! He is not strong enough and lets face it he is not a great fighter. I want to see him trying to throw the shield at someone you need superhuman strength for that. I dont think Steve really wanted Sam to replace him and wear his uniform, he just wanted him to have his shield. We all know that Bucky could replace Steve anytime, however lets not forget he is a murderer! To be honest, he can replace him in strength, but not in spirit! Steve is like Superman, a really good man who is willing to sacrifice himself for the greater good.

Without the comics arc where he blamed Tony for Steve's death and was unwilling to let him decide who the next Cap would be, and where he was only stopped from killing Tony by a letter that Steve left asking him to take up the shield, he has no reason to accept it. Sadly, the MCU left out all of Bucky's redemption arc, so going the the end result of that arc, with him as Cap would be a leap.
That being said, the MCU isn't done with Bucky. Not only is a tv show in the works, but Sebastian Stan still has a number of movies on contract.

He spends 3 freaking movies to get to him risk his life and his friends for him now finally he is good and other people kind of trust him he leaves to be with a girl he kissed once 70 years ago and who writers made a storyline for without Steve. He said he was always gonna be with Bucky plus they spent so many movies allowing him to adapt move on and Steve there still could be more crime. And u don't even talk to Bucky like is he not ur best friend
