Since Banner has different personalities, it is possible that only this version of the Hulk has a permanently damaged arm. This version made the decision to use the gauntlet, so this version pays the price. If he were to transform back into Banner, or another version like the Gray Hulk, then maybe that version would have a fully healed and functional arm. Just my theory.
Perhaps in a future movie the Hulk gets in a fight and is frustrated by his weak arm. This causes him to get angry and his dissociative identity disorder triggers a personality change to one better suited to handle the situation, and this new personality, which never used the stones, has a good arm.

Theyve got an opportunity to correct themselves with the She-Hulk series. It could be cool to do something where in an attempt to recuperate his arm things go awry, a different Hulk emerges, Jen Walters gets injured in the incident, Bruce has to save her with his blood et etc you know the story. Theres a lot to play off of and a bucket list of Hulk characters & rogues.
As amazing as Endgame was, truth be told the Russos need a Hulk redemption.

While the power of the Infinity gauntlet may have been too much for even the Hulk or Thanos, I'm still holding out that this isn't the end for Hulk. A good writer could just say that it would just take a little longer for his healing power to take hold, given that he just wielded the power of the Cosmos in his hand. Or that he must tap into the full rage of the Hulk in order to heal. There's too many options to say that this is it.

Captain America, Iron Man, Thor and Hulk. all crippled, old or dead. seems like a conspiracy against straight, white male superheros. And Captain Marvel is absurdly overpowered? I think I am done with MCU. Thanos was NOT permanently injured by the Snap. Thanos was injured by destroying the Infinity Stones. Seems like MCU is giving a lame excuse for destroying the Hulk. very disappointing way for the character to be treated.

seems like his arm was identical to thanos after thanos destroyed the stones. So maybe hulk un did the snap and restored the stones too! makes sense since he was the only one who met with the ancient one about their importance and why the ancient one said were all counting on you He would have been responsible for restoring the time stone(s) and it almost killed him like it almost killed thanos.

Hulk heals for crying out loud. His healing factor is displayed in the first Hulk movie. Theres a scene showing a wound closing in his shoulder while battling Abraham tanks in the dessert. Sure I agree the infinity stones can severely damage Hulk even down to the dna level. He will need more time to heal. I think he can accelerate the healing if banner lets the Hulk rage out.

In the russo brothers world he cant come back now from the snap and this is the same world that were the hulk dabs in. They ruined what made him The Incredible Hulk. I cringed in every scene he was in. I dont care what the directors say he should of healed from this he has came back from worse. And should of had a rematch with thanos as the real hulk

Despite all the good stuff Marvel has done with the MCU, they really haven't come close to doing the Hulk justice. A worldbreaker hulk storyline for example would pose an excellent ethical conundrum for the Avengers (Maybe the X men and Fantastic 4 as well) and do this legendary character justice on the big screen.

Because hes a fanny that's why he didn't heal. Did I want to see the hulk transition to professor hulk over the last few films NOOOO. I wanted him to smash shit up and get angrier and angrier getting even more powerful. He was one of my favourite characters and now I dont want to see him on screen anymore RIP HULK
