Palpatine needed a new apprentice and Tyrannus/Dooku was too old to be a good apprentice so he seduced Anakin but after he was almost killed on Mustafar, Palpatine realized that Vader would never be the Sith lord that he could've been being confined inside a life support suit so I believe that Palpatine started looking for a new one, but where to look?
Palpatine sent Vader to the Jedi temple to find a holocron list of force sensitive children that Jocasta Nu was looking for but when he realized, thanks to Nu that he intended to use the list to find a new apprentice, he killed Nu and Commander Fox and destroyed the list
In Jedi Fallen Order, another list was discovered by Cal Kestis but Kestis and company destroyed it themselves
So now, how can Palpatine find a new apprentice?
Here's my theory
Create a organization of corrupted, dark side former Jedi whose stated mission is to hunt down Jedi, are completely loyal to him and completely expendable, if they kill Jedi, good, if they're killed themselves, no big loss. Let Vader train them but due to the brutality of the training, they hated him more than life itself and naturally WANT to kill him
If Vader kills them, or even Jedi, no loss
But what if one of the inquisitors can manage to kill him? Palpatine has a new, more powerful apprentice but non of them ever could
Fast forward nineteen years and a kid manages to elude Vader and destroys the Death Star. When Palpatine finds out that this kid is Anakin Skywalker's son, he thinks that now, he has a chance for an apprentice who is potentially even more powerful than Vader could ever hope to be even before his injuries, he is determined to make Luke his new apprentice and he spends the entirely of the events of Empire and RotJ trying to corrupt Luke like he did his father two decades before but Luke wouldn't be corrupted and Palpatine seemingly dies and with, the Empire
Fas forward another thirty years and he has one last shot to turn Ben Solo and Rey
Kylo Ren is corrupted but Rey, who is the more powerful of the two, not only doesn't fall to the Dark Side, she redeems Kylo
Everybody thinks that Anakin was The Chosen One but I believe that Luke was all along
Anakin was too impatient, too whiny and too much of a hothead to have ever been him
Qui-Qon Jinn was the one who convinced everyone else that Anakin had to be The One because of his super high midichlorian count but I believe that Luke had a higher count than him but was never measured
