Charlotte from H2O Just Add water
Charlotte is a good example of a mean girl and should be listed with Blair at number one. That basically summarizes the worst mean girl ever. Everything she had caused there was way too many red flags that really pissed me off greatly. What really broke me emotionally how Charlotte had treated Emna, Rikki and especially Cleo when they were just trying to help Charlotte. I felt Charlotte had a false facade of knowing everything of Lewis. Taking him away from everything that meant so much to him.
Now heres the real reasons why Charlotte should be number mean girl to me. She literally went to far and crossed boundaries by stealing Cleos boyfriend, actually stealing from Cleo, almost ripping the friendship that Lewis had with Rikki, Emma and Cleo, and lastly emotionally destroyed Cleo distancing her from Lewis.

Alison should be on top of the list and heres why: She had nothing that the girlies from 5th to 1st had and yet had the same or a bigger impact. She wasnt rich RICH like Chanel and Blair, she didnt have any superpower/twin to impersonate like Katherine, she wasnt anything special but this popular high school girl unlike Madison but thats what made her so terrifying. She was completely average in the grand scheme of things and yet had the entire town in a chuck hold. She was feared by teens, adults, friends and family and yet no one did anything to stop her co she was just THAT powerful and thats why i think shes the ultimate mean girl.

Nellie Oleson Kate from Lizzie McGuire I haven't walked most of these shows. I remember Libby from Sabrina the Teenage Witch. 12: 38 there weren't as many Mean Girls in 90's TV shows. Maybe Mean Girls the movie cause more of them to be on TV. Many means Navi cheerleaders in Glee. Many mean cheerleaders on this list. I wish I walked tomorrow these shows. Somewhere I when I was a teenager.

Madison Cenclair from Veronica Mars would have been perfect for this list too. I mean she did spit in a roofie drink and give it to Veronica that end up getting her raped on top of always being horrible to anyone without money and rubbing it in Veronica's face that she slept with Logan after veronica and Logan get back together.
