I disagree about Charles. hes the second best detective in the precinct and isnt bullied. Everyone treats him like the MVP when he comes back from the hospital. Yeah, sure, they make fun of him, but thats just because hes weird and they love him for being his weird self.
Edit: In the first season Charless character was very different and was supposed to be the clumsy unlucky one (like George from Seinfeld) but Joes personality definitely carved his character differently over time. Point is, as a worker and friend Charles Boyle is well respected.

I disagree regarding Charles as well - he is bullied because he is unassertive and impressionable. He is actually a pretty good detective - he gets things done, he is consistent at work and he's both a good boyfriend and adoptive parent. One of the reasons I don't like Brooklyn 99 now is because of how it normalises workplace bullying in Charles' case. Sometimes he does invite it, but mostly it's because his colleagues are horrible to him.
