I think the movie takes place in between Phineas and Ferb save Summer, and Night of the Living Pharmacists. With some episodes having to be after the show, IE Cheer Up Candace, Phineas and Ferb busters, My Fair Goalie and Buford Confidential as it comes up when Candace says Other Nonsense coming Soon And Bully Bromance Breakup since Buford doesn't seem to remember Doofenshmirtz in the Movie.
As for the mind wipe, I thought so too, but I read somewhere that some people did an interview with Dan and Swampy in which they said that their memories are not erased, they probably just brushed off the noise, as they didn't hear the Agent P part

3: 32 it's literally explained in the first two episodes! Both the Drillinator and the Magnet Magnifier failed, causing Doof to be run over by a giant ball of tinfoil and fall into a geyser respectively. So from then on he included a self-destruct button that he could easily hit to shut down his inators without damaging his property or the inator itself! (Presumably if the inator wasn't damaged he could disassemble it and reuse the pieces. This caused a design flaw in many of his machines, but not all of them (the Magnifier and the Drillinator worked perfectly without a self destruct. WHY DOES EVERYONE ACT LIKE THIS IS SUCH A MYSTERY?

My son says: Is no one going to talk about how Pascal from Tangled literally makes a cameo towards the end of the movie.
(If you didn't know, in a few scenes during the final fight, there's a sign for a pet shop called Pet Place, and the animal on the sign just happens to be Pascal, in a bowtie)
I actually had to rewind it, because I was so shocked to see him in it! Sure enough, he was there!

There were actually a couple more Milo Murphy's Law references. Trucker Ted, a recurring character from that series, appeared and had one line in the crowd at the baseball game, and his usual bit (talking to his agent on the phone after crashing a truck) is parodied by Toilet Flower (who is voiced by the same guy) when he is talking on the phone to Sand Toaster.

This is awesome! One quick thing though: baljeet did not build the portal, in fact, he asked phineas and ferb to help him build it so he could get a good grade. Also, the chicken replace inator also shows up in MML.
