2: 38 The new version of the Mad Monk sounds awesome. 3: 50 The Talons are not undead. The court of Owls just fakes their deaths before they undergo training so that their parents and the cops won't come looking for them.
But the one villain who will never be in a Batman movie is Onomatopoeia. He talks in comic book sound effects. That works in a comic book. But on the big screen it would just be confusing. Plus, he can't lose, because he was created by Kevin Smith to get away with the things that Kevin Smith isn't clever or athletic enough to get away with in real life.

The Court of Owls and Dollmaker weren't even too scary for the Gotham TV show. And regarding The Batman Who Laughs, he can't be in a movie without a pre-established DCU. It might work in a cartoon movie, but explaining everything that happens in that storyline would take at least 2 hours. Well you could remove the whole Barbados, Justice League and metal stuff from the story, but then people would wonder about his insane design. And without his Dark Knights, which require knowledge about other heroes, he'd be kinda lame.

Professor Pyg, Doll Maker, Court of Owls, another sadistic face surgeon Hush, but why bring Batman back after the attempt made by Suicide Squad, Superman and Justice League film fumbles. Lets work on night wing maybe big Dark Knight/Night Wing films while re-organizing stories to eventually bring in the Dark knight Back The old version with older actor Chris Bale. I also think the character that can sort of appear but actually center is the Penguin, with a religious tie in.

They should turn Robert pattisons batman into the batman who laughs. Just to throw a plot twist in there. Then make the sequel that probably won't happen be all about villains and heroes teaming up to bring batman back.
