Every One will say get better GPU for gaming but I on the other hand would advise against it. Get the best CPU as possible get ryzen 3700x or 3900x or i9 9900k if you are spending closer 800$ or more and ryzen 3600 or 2700 if your budget is over 500$ because simply cpu will outlast your GPU. Each year GPU performance will improve a lot on the other hand it will take years for industry to utilize all 8 cores to maximum and you can easily swap the GPU for GPU upgrade but Sometimes the motherboard won't be compatible to run newer CPU, so you have to change motherboard, windows license etc It's a pain to upgrade CPU. So my order of preference
1. Power supply(Psu is the heart, If it goes it will take some of the components as well, don't skimp on PSU get Corsair, EVGA, seasonic or Bequiet)
2. Case( good case will last for a decade Get Fractal design or Nzxt )
3. CPU
4. Motherboard
5. GPU
6. RAM
7. Storage
8. Cpu cooler
Ram and Storage can be upgraded any time make sure you got more slots available. Use box cooler if it's from AMD, Get 30$ air cooler from either cooler master like hyper 212 or any bequiet coolers under 40$.
These are my tips. If you are experienced builder if got suggestion do add it may help new PC builders.

Obviously it's difficult to give general advice when people have different workloads and budgets, but I still somewhat disagree with the cpu=gpu for gaming. In my experience helping people put together builds, most people want to play on higher graphics settings/higher res, and for that it's great to put more money in the gpu. Something like R5 3600 + 5700XT is a good combo where the gpu costs more than twice as much as the cpu. On the flipside, if you consider the long term it might be better to put more money into the cpu, as when your machine starts to struggle more with newer games, you might just be a gpu upgrade away from being fine for another few years. Gaming at higher refresh rates (100+) also changes things substantially.

The 8700K at 5GHz would be the only CPU i would pair with a 2080ti (at 1080p or 1440p high-fps) other than the 9900K, 9700K. I found that its essently the same performance as 9th Gen.
The 3800X maybe, if was going X570. Though if its a gaming rig your after, I would run with intel. The main reason is the Z370 and Z390 motherboards. You can get a high-end z370 or z390 motherboard for the price of a good entry level X570. X470 is a option though, the only X470 board i would pair with a 3700X, 3800X or 3900X would be the X470 Aorus Gaming 7. It has a fairly good VRM and its the only X470 motherboard with a tru fin-array heat sink for the VRM.

If main purpose of PC is gaming on budget cost of graphics card must be half of the price of all else components(not include current market, this way you will get maximum performance in games, very often I see -experts- spend too much on processor, case when build budget PC which is huge mistake, higher end graphics card will smash similar priced PC with better processor on gaming. If not build budget system there already is different case, processor must be good as you can afford so as else components but really depend how much money can spend in general graphics card must be price almost like all else components combine.

I would say the easiest way to answer this question, cause there are so many caveat scenarios, would be expect to pay roughly 50% of the GPU cost on the best CPU you can get for it's price. This would be mostly for gaming, if you aren't using the system for your job to earn money you should be fine. However if you use the system for your work, never skimp on your CPU. 9900k or 3900x if you aren't in need of HEDT. If you don't know what HEDT is, you don't need it

i want to ask what is one is best to buy cpu i5 9400kf or i7 9700k. -
because i work in graphique like photoshop and coding. -
my spec. -
i3 3100f -
ram 16gb-
gpu RX 390 8gb -
monitor 1080 -
now i want to upgrade cpu but between two i dificult to chois. -
i am not play game to much i play only 2 or 3 hour par day. -
can you help me that. -
in my contry i7 only about 270 euro et i5 about 180 euro.

Buy a CPU that will last several generations of the level of GPU you are buying. Buy a motherboard that has potential to drop in one CPU upgrade beyond whatever you start with. I bought a 3700X to go with a 5700XT, it will last at least another GPU generation. I can upgrade the X570 motherboard to a faster one later if required, it should last a few more GPU generations then.

I-ve been saying forever that when starting a new build, find the minimum amount of CPU threads you act need, add a few more and buy at the price sweet spot. Spend the rest on GPU. Reason I say this is, we gamer types nearly ALWAYS hold on to our platform and go through 2, 3 or 4 GPU cycles. Hell, there-s folks still hanging on to their 2600K-s.

GPU is always much more important, unless you are using your pc for internet browsing or text processing. In that case, you should buy the cheapest pc and just be sure it has a ssd instead of a hard drive. For the rest of us, the rule of thumb could be spending at least 150%-200% more on your GPU than your CPU.

I'm buying a laptop. RTX 2060 and Ryzen 4900H. I'm very happy with the processor, however that GPU sucks future wise. But I don't really play many games anymore so it's fine. I want the system for some 6 years and in that case processor is more important because as I said, not really a gamer anymore.
