Hello from Germany again!
My suggestions:
1) RAM Timings high -> AM5. ECC and fast timings-> AM 5 (no performance hit - ECC for free with good MoBo). Easy rebuy of parts died (as he works on the machine) -> AM 5, all others will be lesser and lesser in stock. Who pushes the RTX 4090 to the limit? -> All three suspects. AM 5, i9, 5900X3D - though the later one has just eight cores. IMHO overall winner: AM 5
2) Water or Air Cooling? I suggest -> Air, Noctua NH-D15/S. It has a high enough NSPR even for Ryzen 9 7900X, which needs to be optimised anyways. Air Cooling allows fast fixing of issues if time sensible work has to be done, water cooling could be the last work if a catastrophic failure happens.
3) Use Software to change clock speeds, if OC at all. Time crtitical/stable and Max OC ; imho the modern Windows-Software can offer this via profiles. Though no OC is preferred (stability).
4) Case: Corsair Air 540 Atx Cube. He said he does not care about width, but height. This case is big enough for a 4090 as far as I saw and an additional card on the last PCIe-slot, but not so high. Very good airflow and you can build blink blink in (tempered glas). Just as an idea if he likes to change his NZXT one, no comment on this. Who needs RGB oh oh wrong topic ;-)
5) Motherboard: Asrock 670E Taichi Carrara (it is white, what a contrast to the black case) or the normal Taichi variant. Why? As AMD did the final validation of AM5 together with Asrock and the Taichi has all features plus four NVME (1xPCIE 5 NVME, 3 PCIe4), Bluetooth and 802.11 ax Wifi 6E, 2.5G LAN (he will upgrade hehe) and excellent audio.
So PCWorld, what are you and Mr. Smith sayin ?

I have to get a High Frame rate Panel at least try it longer than 10 minutes at a friends house or in a store.. I want a 4K 120HZ 32 Monitor or TV with at least 600 HDR.. ??? If anyone knows of one that is Not a Bent screen.. I am on a 7 year Old 4K ACER 60Hz and games like RED Dead 2 and Resident Evil the Village/8 Look Really good but ass soon as I try to watch Content or Movie's it sucks so bad.. Because it's only 300 Nit's. The Darks look Bad. You can only do Freesync over DisplayPort and you can only do HDR over HDMI which looks terrible. So My next upgrade Really Needs to be a Monitor or TV BUT I don't want smaller than 32 or Bigger than 32 for a screen and that's a problem to find for 4K believe it or not. And what is the experience Like if you have a 144Hz monitor but your card can only push 1440p or 4K at 100 FPS or 80 FPS on certain games?? Does it look Bad or choppy??

I have been thinking lately regarding upgrades in the future. The platform longevity stuff. What if next gens aren't as great steps up as current ones? Because eventually CPU progress has to slow down, right? We will still go to the 3 nm and then slightly below that, but that's pretty much the end of it and it will be harder and more costly than ever.
So go figure. The times are changin'.
Still AM5 is probably the better option on red side. Except I wouldn't touch it until Q2 2023. Upgrade existing to 5800X3D if gaming is priority and you really have to upgrade now. Otherwise AM5 and better wait a bit. DDR5 will get faster and cheaper, more AMD CPU and MB options will be there in half a year.

Hmm a budget wasn t mentioned so I will assume money is not a barrier. I would go DDR5 in either case to maximize the potential on the 4090. Since he mentioned fan sound being important, I lean Ryzen 7000 as I think you could get a quieter fan curve locked in with minimal perf impact. I d personally do 7900x or 7700x and wait to see what the 3D vcache brings.

I think if you are starting From scratch you should go with AM5 because you will have more Options down the road.. They will do a Zen4 Vcache Model in a year and Zen 5 may even socket Into AM5 so.. I would definitely buy AM5 a Year from now AM5 will be Strong AMD parts always Age better, From their MOMBO's, GPU's to CPU's..

I would wait for Ryzen 9 7900X3D its should be right around the corner and should be the best for gaming and do all the productivity he needs plus there will be upgrades down the road if he ever has another cpu fail or just wants more performance

He can slap a 5800x3d in his streaming system. If max gaming is his thing. I would go with a 7900 or 7950x and have him upgrade to zen4 3D when it comes out. AMD has it on the roadmap and his CUP will in fact not be soldered on the board.

i know I'm just a single viewer here: but If I was Will and had a beast like the 4090, I would absolutely want to pair it with the upcoming 3D Vcache of the 7000 series to get the absolute most out of the 4090.

A Ryzen 9 7900X on an X670 with the feature set he is needing at the lowest price. 32GB of DDR5 6000 EXPO as well. I would go with one of the new larger mid tower Be Quiet! towers for his case needs.
