I grew up in Taiwan and subtitle has always been there on nearly all recorded programs. To understand why it's there, you need to go back to the days when the TV set in the living room was the main entertainment for the whole family. You can not play it out loud past midnight when your parents are sleeping.

When I see a foreigner living in japan i feel claustrophobic, like they seem to be trapped and long for their old western ways. They are never enthusiastic about japanese stuff, wierd.

The subtitles are also useful as there are many different dialects and the subtitles give a neutral or common standard that is easily understood throughout the country.

It's nice to know why Japanese TV always has those over-the-top subtitles. The picture-in-picture celebrity reaction thing is still bizarre though.
