No, you can't say that. Twice as warm/hot is a meaningless concept because you get a completely different answer if you use different units of temperature. 100F is 38C or 311K; 50F is 10C or 283K. So, if you use Fahrenheit, the otter is twice as hot as the water; if you use Celcius, it's four times as hot and if you use kelvin, it's only 105 hotter. It only makes sense to say twice as X if all the units agree on where zero is. So, for example, it's OK to say that a 2lb bad of sugar weighs twice as much as a 1lb bag, since that's the same as saying that a 0. 9kg bag weighs twice as much as a 0. 45kg bag. Likewise, saying that a 3ft child is half the height of a 6ft man is the same as saying that a 0. 9m child is half the height of a 1. 8m man.

What exactly do you mean by 100F being Almost twice as warm as the water he is swimming in? Do you mean the water is like halfway between absolute zero and 100F? Or perhaps you just mean the water is 50F. but is 100F really twice as warm as 50F? Wouldn't that imply that 0F is as cold as it can get? I have no idea why this is bothering me so much.

I was watching it with smile until the drawing of skinned otters. absolutely heart-breaking.
altho I get that maybe in the old days there was no other good materials to make a coat, but nowadays there are plenty of plastic materials to make good functional clothes.

God made everything according to its own kind. No evolutionary bs. That's why you dont find creatures who died who were half way to evolving because they (the animals) didn't do anything. God made the rules and set the boundaries. The reason why they still exist

Sea otters are exactly how God made them. Evolution had nothing to do with the otters fur or the otter. People and animals do not evolve into something else!
