What's the difference between a Step up Transformer and a step down transformer? Does it just matter on how you hook up to it? Like if I hook it up in this direction it steps up, but if I hook it up in this direction it steps down.

A transformer to electrical is the exact same as a transmission to mechanical. It changes the voltage / current - rpm / torque ratio.
