A Uranian cloud island would need to be kept aloft by hot hydrogen or helium. Though, better not let oxygen seep into the sacks of hydrogen or we could have another Hindenburg incident on our hands! At least Hindenburg was within about 3 meters of the ground when it burst into flames, allowing most to survive by jumping out. On a gas planet however, there'd be no such luxury as there's no ground on any of those planets, at least not for thousands of kilometers down at which point even machines couldn't survive the thousands of degrees of heat and the pressures that can be upwards of two million bars (two million times the atmospheric pressure at sea level on Earth.
Maybe it would be better to set up shop on one or two of Uranus moons. There's 27 moons to choose from in the Uranian system.
