Cel shading is a simple and -very- specific type of rendering light and shadow. It is a yes/no system, boiling ALL shading down to a 1 or a 0. If something is lit, it is going to have -exactly- 2 shades: light and dark, with a distinct, hard boundary dividing the two. Think anime shows.
Here's a quick list of cel-shaded games: Wind Waker. Dragonball Fighterz. No More Heroes. Prince of Persia.
Here's a quicklist of games that aren't cel-shaded: the entire Borderlands series.
Borderlands is not cel-shaded. It has a full, soft spectrum of values between pure light and total darkness. Is is cartoonishly designed? Yes. Do the characters have funny proportions? Yes. Is everything -outlined-? Yes. But it is not cel-shaded. You guys drop that term every time Borderlands' visuals are brought up, and it is simply, factually incorrect. Yall always do this.
