It highly unlikely that the only reason why GRRM turned down a cameo role is to finish a book. He could be somewhere in the background for just a few seconds. That wouldn't have cost him much time.

It was as dark as this video clip is. I can hardly tell there are people in the scene let alone tell who they are. By the way, I wouldn't know who either of those two are in full light.
