It is not true that women weren't really banned from driving in Saudi Arabia but the government just didn't issue them any licenses. If this was true women with driving licenses issued in other countries would have been allowed to drive in Saudi Arabia in some cases. Women WERE banned from driving. There were protests where women's rights activists drove cars and got arrested for it.

My father works in Saudi Arabia, I visited him once. They made me ware a Berka and I saw a women hit for standing up for her husband. I tried to stand up for her but I was stopped by my dad it may be getting better but it's not were it should be.
