Great list especially with WordGirl and Cyberchase getting one of their villains a shoutout. My Honorable mentions for underappreciated Kids TV Show villains would be
1 Masquerade (Bakugan Battle Brawlers)-great potential for an antagonistic rival towards the Battle Brawlers particularly Dan Kuso whom was infamous for sending his opponents Bakugan into the Doom Dimension and comes with a tragic backstory as a split persona of the Brawlers close friend Alice Gehabich but as the series progresses he is outclassed by later antagonistic rivals such as Spectra Phantom and Barodius/Mag Mel and slowly fades into obscurity
2 Ryan Gladstone (Beywheelz)- he is basically the Team Rocket Boss Giovanni of the Beyblade series as a whole but in reverse whereas Giovanni was known as Team Rocket's boss and Viridian Gym Leader in secret Ryan's antagonistic role is a secret whereas on the surface he is the benevolent chairman of Beywheelz organization Dream but behind closed doors the leader of the villainous Beywheelz team the Dominators but his villainous screentime is what made him fall under the radar for only 3-4 episodes close to the end of Beywheelz

So, firstly, kudos to you putting two of PBS Kids most popular shows on this list. I love Wordgirl and Cyberchase.
Secondly, Im gonna be perfectly honest; while I am very impressed by how long Cyberchase has lasted, and the fact it still continues to make new episodes by combining math with more science-related topics (which is a brilliant way to boost education for old and new viewers, I do think Digit, Matt, Inez, and Jackie need to find the cure for Motherboards virus soon. Im not demanding the show ends immediately because, as I said, I still appreciate the direction their going and how it helped PBS Kids grow over the past two decades alongside Wordgirl, Fetch with Ruff Ruffman, and Wild Kratts to name three other examples. But after 20 years, I feel like they should find the cure soon, and if they do, doesnt mean they cant do more adventures and that Hacker cant be a threat.

Glad Alana made it on the list because it was so interesting to see seeing raven and Alana being enemies when their actresses are actually best friends in real life and I'm so happy she was brought back for the that's so raven sequel series raven's home and I am so excited totally spies made it on the list because I gotta agree with you guys that Tim scam was such an underrated villain and I am so glad you guys mentioned totally spies season 7 since we all know totally spies is set to come back for a season 7 so hopefully we will get to see Tim get some more time on totally spies when season 7 comes out next year in 2023.

Today, for my newest film villain scoundrel pick, I am going to include Shicklgrubermeiger (The Suite Life of Zack and Cody, Toyman, Combustion Man, Timothy Scam, Alana Rivera, Muffie, Loca, Dr. Two Brains, The Hacker (Missing Bats in Sensible Flats, Buzz and Delete (Missing Bats in Sensible Flats, Flint, Amodeba Boys, and Magica De Spell as my favorite Cartoon Supervillains.

Yes, Magica is very under appreciated, especially the 2017 version! I swear, it felt like everyone in the fandom was obsessing over Glomgold yet de Spell will always be superior in every way- villainy, humor, and especially design and I know I'm sounding like a hardcore ARMY, but I just got done watching season 1 so naturally she's on the brain more than she should be

I remember in a brief piolet of the Powerpuff Girls (and not the Crime 101 episode, the Amoeba Boys actually had some brains, why couldn't they keep their brains in the other episodes? If they did, then they could've been more appreciated. Maybe even become one of the top 10 PPG villains by spreading a lot of plagues in the city of Townsville.

Glomgold deserves very little appreciation he's an unreasonable man child who became scrooges enemy over a meaningless dime. All scrooge ever wanted was help glomgold

I grew up 7 years without cable and two brains is one of top badies but butcher is a tragic villain who had love with a fellow villain's copy
I may not have seen back to the future when I saw cyberchace but when I did I had totally never Hacker was doc brown great Scott this is heavy

I always loved Flintheart and Hacker. their very entertaining, Poor Ameba boys, they always got the short end of the stick. Im surprised Starscream or Cobra Commander aren't on here. Starscream is just as worthy a villain as Megatron, although Dr. Morroco could be on here too.

I loved Cyberchase growing up and glad to see Hacker on the list.
Magica De Spell was also so amazing in the reboot, and what makes it better is shes voiced by Catherine Tate while David Tennant is Scrooge McDuck. The Doctor and Donna reunited (if on opposite sides now.

Demona and Xanotos from the gargoyles, inque from the Batman beyond, Miranda from the as told by Ginger, monkey fist Kim Possible from the, Okabe and Trina from the big hero 6 series and Cassandra from the Tangled the animated series are also underrated.

One lesser known and definitely underrated villain is Dr. Emilia from Kipo & the Age of Wonderbeast. She was smart, successful, rascist woman who believed humans deserved to rule the world instead of sharing it with any of the mutants that lived in it.

How about Scarab from Mummies alive? He both murdered Prince Rapses for immortality and the prince's four guardians in ancient Egypt. Also, Mozenrath from the Aladdin animated series.

Nice to see 2 classic villains from 2 great PBS Kids shows on this list. Both Tom Kennys and Christopher Lloyds performances brought those characters to life and made them memorable.

DuckTales showed up twice. But I'd of thrown in some of the villains from darkwing. Negaduck is a great opposite villain, and you have some funny ones like bushroot/megavolt.

I already loved Magica from the OG Ducktales but the reboot just upgraded her to an eleven and beyond, especially with the voice talents of the legendary Catherine Tate!

Evil Emperor Zurg from the Buzz Lightyear of Star Command TV series. Wayne Knight really knew how to make the villian both threatening and hilarious

Babydoll in Batman animated series. She was my favorite series only villain. I wish she was spun off into her own character like Harley Quinn.

Toyman made appearances on Justice League AND Static Shock. hell, he was the literal REASON Superman went to the future!

I Absolutely Love Tom Kenny as the Voices of The Ice King and Dr. Two Brains from both Adventure Time and Word Girl!
