Top 3 (In my opinion):
1. Cruella De Vil in fur
2. Maleficent's trademark ensemble
3. Harley Quinn's look
It was close between Cruella and Maleficent (two Disney characters) but Cruella had the upper hand with different styles of fur outfits and her love of fashion, can't argue a villain like her to be looking fabulous, but Maleficent's outfit is also magnificent to her appearance as a villain so that's a plus. Another toss up at 3rd spot between Catwoman and Harley Quinn (two DC characters, and I was thinking about Catwoman in the last spot over Harley Quinn, but the problem is I can't see her much of a villain, so instead Harley takes the last spot for her revealing outfit.

Maleficent's hellish outfit as stated, horned headdress and flame like purple sleeve lining, in a behind the scene I have on DVD said the collar was also batwing like. Wouldn't mind actually seeing irl a fake fur coat of the hooded spotted coat Cruella was after in 102 Dalmatians. When my sister was 10 back in the early 2000's, she had a fake fur cow printed winter jacket we used to call her Cruella's coat. SO, how about it irl; an actual hooded spotted faux fur coat from 102 Dalmatians?

I would steal Darth Vaders outfit but take the cape off and I would steal Ursulas outfit and and I would make a costume just like Dr octopuss costume but I would have the color of my outfit act like the skin of a chameleon so that the outfits color would react to my surroundings and I would also have the outfit engineered so that when I am in combat I can take it off and when I am done fighting the outfit would come back on me and I would use the tentacles on my outfit to help me swim in the water and swing from branch to branch.

Catwoman and Harley Quinn arent exactly villains, theyre frienemies. Shouldve been: Poison Ivey and the Joker (any portrayal except Leto) Instead. With an honourable mention for Red Lantern Kara Zar-el. Her outfit says hero, her actions say villain.

let's face it, when it comes to villains, Cruella will always be on the Best Dressed list. Glenn Close' performance is so iconic, but her wardrobe is even more jaw-dropping, the costume department deserved an Oscar for those stunning outfits.

Glenn Close's costumes in both 101 and 102 Dalmatians are still so cool after almost 30 years. Anthony Powell really brought Cruella de Vil to life. Emma Stone's costumes were interesting as well.
