Scroop from Treasure Planet should have been on here
Scroop is cruel, murderous, manipulative and devious. He is an intimidating and treacherous pirate who was preparing to kill Jim Hawkins when he was eavesdropping. One of his most despicable plans is when he kills others in a stealthy and surreptitious manner. Despite his dangerous and bloodthirsty nature, he is also very obedient and cooperative when helping Mr. Arrow tie the lifelines, so that the crew members will never float away into space. If given the chance, he would most likely take everything for himself and remove anyone else from his way, as he is seen to have a rivalry with Silver and bloodthirsty

Yzma, Hades and Cruella should be a shared Number One spot
Although you talk unhinged and there's not even an honorable mention for the Hyenas - the Lion King - Iago - Aladdin - or even Genie
Robin would be disappointed
And what about Timon and Pumbaa the Gargoyles from Hunchback

I see no Queen of Hearts. She's so darn crazy with her obsession of: Off with their heads! And I think at least judge Claude Frollo deserves a honourable mention because he eventually spirals into an unhinged behaviour only because Esmeralda rejects him.

Jumba is one of my favorite Lilo and Stitch characters
I relate to his fascination with creating evil and naughty experiments
Similar to how I like to create naughty and silly stories involving characters

Hot take; they could do a lot of the same comedy that they did in the original with Hades with Hera. In the original mythology, like in a lot of Greek and Roman mythology, Hera is antagonistic to the heroes.

As a kid, I never realised Cruella was so thin.
Kid me, for 10 years, genuinely thought the fur coat represented her actually size.
It's silly, but that's how my kid brain worked

I've got 24 hours to get rid of this. bozo, or the entire scheme I've been setting up for 18 years goes up in smoke, and YOU ARE WEARING HIS MERCHANDISE!

Pepa was a victim. Abuela forcing her to suppress her emotions is the reason she has no control. She's essentially elsa taken to the extreme

Unhinged villains are certainly the most fun to watch, in my opinion, since we don't know what outlandish thing they'll say or do next.
