In my opinion, Silver Surfer is the fastest fictional character, because all of the other characters are using their legs to essentially circumnavigate the world and/or other planets. These terrestrial characters will only be going in circles, in comparison with Silver Surfer. The only exception are the many flying and levitating characters that can withstand the forces of space and speed. Even at that, the ability to become the fastest fictional character makes the most sense in the form of Silver Surfer. Simply because, Silver Surfer is standing on the most powerful surfboard in the history of fiction, and he is not in a vulnerable flying position like all other flying/levitating characters who appear to possess the -superman- flying position. For example, superman has decreased field of vision when he flys with his hands stretched forward and his legs behind him. This alone, is a vital flaw when it comes to any speed faster than light-speed. Lastly, even though all of these characters are fictitious, I still think that Silver Surfer deserves to be known as the fastest fictional character.

Flash is faster in combat/reaction speed, Silver Surfer is faster in travel speed. Surfer tops Flash flying in a straight line when he taps into Hyperspeed, but he has no idea what is going on around him as he doesn't have the speed to react to anything.

The Flash is the fastest, easy win. Flash has way more speed feats to put him above the Runner and everyone else. Which is why Flash is still considered the fastest. Speed feats wise Flash is severely more overpowered.
