Open dota, go to task manager, then processes, you should see dota2.exe. you then right-click on it and then go to Set Priority. then set it to high. (Dont set it to Realtime otherwise it might severely slow down everything else like windows itself.)

to everyone wondering if this still helps in 2020, after watching this video and the one to optimise windows to game performance, my dota 2 fps went from 60 to 90, thats an increase of 50%, which imo is insanely high

Try clearing the Steam download cache, Steam > Settings > Downloads > Clear download cache. Before trying all these settings.
