So i have a i3 7350k and a 1050 ti, I changed just my in game settings and made it look nice enough while staying at 60fps other then one and awhile itll stutter (obviously making me die) if I do these steps on top of my in game settings, should my FPS go up quite abit?

Im getting 40-50 FPS and I have all low settings and i dont know if it should be better I need a way to get more FPS can someone help me

what does those changes in the launchers and such exactly do tho? would be nice if you could briefly explain what exactly and why you recommend to use this settings or do what you show.

I have much input lag on the new black ops 4. I have no vsync and i have doned everything to reduce input delay. I have 5ms monitor and gtx 970 and i5 2500k prossessot. Please help!??

I did this... and my frames keep dropping from 200 frames to 150 frames every few seconds making it incredibly hard to aim reliably.

This is great! However, you don't want to set to your THREAD count, you want to set to your CORE count. Your physical core count.
