I researched DIYing a version of this with ten heads a while ago and I believe their may be two oscillation points, one of which is in the kilohertz range which may be why your last circuit failed, it wasn't meant to go to 1. 7megaherts however I will be transparent and tell you I researched this at least a year ago and my memory may not be perfect.

1. 7MHz is not easy to control. I'm trying to control 1MHz right now, it's quite hard to build the circuit to capable to do it properly. Also, not only for transmitter but for receiver as well. =( Finally, gave up and bought TI 100 board, but it gets crazy if you want to use custom transducers.

when you used the schematic found on eBay, why instead of using it in its entirety, you changed several components?
maybe this is the reason why it didn't work! ;)
I used a circuit VERY similar to this one, which uses the BU406 and works perfect.

Perhaps the Piezo Disk has Capacitance?
If so, could it not simply be tuned to resonate using a Coil in parallel to it somehow?

Just because you couldnt it doesnt mean its not possible. Did you bother to check others? Found another YT who made it work already.
