The EU is kinda the successor to the HRE: it includes all of the former Frankish and Hapsburg territories, and if Turkey joins will control all the continental European holdings of the actual Roman Empire [save southern England I guess]. It is a collection of nominally sovereign states that share a currency, military and passport, with officials elected from the member states. It is the Roman/HRE without an actual monarch [although Habsburgs and members of other former royal families still make up the government]

IMO: Aechen (less likely) or Frankfurt (more likely.
As for Aechen: it was imperial residence of Charlemange himself and, between 936 to 1531, City of Imperial coronations.
As for Frankfurt: it was seat of Imperial elections and, between 1562 till 1792, city of Imperial coronations. Not to mention, city is important even today.
Those two were closest things HRE -officially- had to main city. So them IMO.

Very nice video. I was thinking you could do something similar with Charlemagne's Empire. It's statistics ought to be similar to it not greater than those of this video.
Also, I wouldn't mind seeing this done in the new world with something like the Mexican Empire.
