Is the unit correct and used consistently across countries? I understood the 15 litres as pure ethanol, or 37. 5 litres of spirits a year like Vodka (at 40% ABV. That's still only 700ml of vodka a week. That's two large shots a day, enough to get you lightly drunk with food.

Well, yeah I guess we really have that, people love to drink, drink if everything bad, drink if everything good)
I am from Irkutsk by the way, I think for the past years it is get better, younger generation drinks less, or don't drink at all.
