The blocking of main roads to collect tax and money is literally no different than the US government setting up bridge tolls lol if you think it-s to pay back for the cost of the bridge then you most likely have never questioned where your tax dollars go to.

Countries during civil wars have weird scenarios. In Somalia, you have entire peaceful territories where businessowners pay 0% in taxes, but then in the contested areas you end up paying taxes to multiple factions simultaneously.
