It would not be so different from living on the Moon or Mars. You'd live in domes, and need most of the same artificial production systems for food, supplies, building materials etc. It's cold down there, so you will need a really good power source for heat and electricity. Nuclear power would do, but down that far geothermal would be much more efficient. And obviously you need airlocks for coming and going.
Major differences: Water would be a lot easier to get than it would on Mars, naturally, and you have a natural food supply to back up your artificial one. One very important thing--there would be little to no glass used in the construction of the domes, because it can't withstand the pressure, at least not for very long. I'd go with a titanium alloy for greater safety.
Overall, it would be a much more structured and disciplined lifestyle, like a space colony. Frankly, I'm not sure people would like as much as they think they would--I know I wouldn't.

Humor is that this idea has so many failures, it's hard to know where to start. First, each component MUST be fully designed, and then spatially integrated to a single working model, which then must be tested. Secondly, we would NEVER agree on 'who would be worthy' (just like 'who goes to Mars'. only the rich and elite, I guess. Third, we can't stop copyrighting and patenting everything to ensure our own wealth, to look out for mankind as a whole. and then there's the problem of all those 'useless eaters' (unworthy to continue living, as the elite put it. so, only PhD candidates with wealth dare apply, I guess.
Living in the seas? With such challenges? ROFL. we can't even live on land in peace together. just imagine a psycho wanting to 'end it all' at 500-ft below the surface. not bothered by taking a few hundred (or the whole complex) with him when he does! Hilarious.

After a few million years under water we evolved to breathe under water for a few days because we technically wouldn't stay outside the water for long so we probably evolved to be like other creatures in water like Wales they can stay under for long of time but need oxygen so we probably evolved to have the same function as them

Then we would find a sea slug that have power to manipulate genetic code and then we can do magic, while some of us become a huge man in diving suit armors with drills as hands while having daughter that literally sucks the liquid out of dead people keep calling us when being bullied.
