There should be a huge area dedicated to growing algae or maybe there could be 2-10 huge stations for growing algae far away from civilization. If it was possible, we could make a device or multiple, waterproof, to reach the deepest depths of the ocean and make an outline. We can then, using advanced technology of the future to create walls so no plants or animals could come in. Then we could proceed to grow algae. (Just a theory of mine I honestly don't know anything. A much easier approach is taking up large land area in every continent except Antarctica and make a station producing algae that is as large as large as Texas(US, California(US, and Florida(US) combined.

Blue-green algae isnt all bad. Blue-green aka Cyanobacteria is our ticket to save this planet. Pretty much a super goop. The bad effects aren't that bad considering what we have already done to the planet, besides if in 2019 there was that much algae, it should be a big sign that the world is trying to repair what we are destroying. (Fyi of course big oil industries are looking to see if it can be used instead of oil, because if its better they are going to start destroying this algae and demonizing it. Kinda like another green substance we cant seem to get legal in all 50 states yet)

There's a part balance between algae and none. The plant that builds most vitamins and minerals has a set back for aquatic life. The bloom may have been needed. What toxins harm humans? What aspect is algae working on the earth? If they build dirt or ground, eventually, they clean some air. Don't keep trying to cook the plant life. Or any other.

Primary productivity of the ocean is affected by a limiting factors. Availability of nutrients and light source could affect the growth of algae or phytoplankton. When there is light but not enough nutrients and when there is enough nutrients but not enough light then there is a decrease in primary productivity.

A sudden change in the ocean may kill current oceanic life but life is all about surviving/evolving according to the nature and the environment. so marine animals would slowly adapt themselves by evolving into different species and survive somehow. The world may become better place too or may not.

but then all the fish will die cuz when it dies decomposers bacteria will come to the bottom where it fell then with that mcuh more decomposers will come and thosee decomposers take alot of oxygen so the ocean will run out of oxygen causing all the fish and sea creatures to die

If alge took over the surface the plants in side the ocian die due to lack of sunlight making the small fishes die making large fishes which feed on them die what if didn't think of it

If we actually did have algae in facilities to grow there should be a widespread cultivation of non harmful algae in the oceans that could maybe remove some of the more harmful types

Two times when I went to the ocean algae was in the ocean. Looked weird. My friend's daughter swam in it. Could not get it out of her hair for a couple days.
