Honorable mention: Oklahoma! , and We Go Together, Grease. 2 musicals that have fallen out of favor, but have brilliant and joyful finales.
I go to Rio - Boy From Oz. Triumphant celebration of life and entertainers, epic party. Peter has achieved all his goals, despite his short life. Beautiful number.
Circle of Life, Reprise. The opening just hits you far more.
Finale B -Rent Its really just ok. You want something with a tiny bit more power.
10. Chicago- Nowadays/Honey Hot Rag/Finale Velma and Roxies ironic and brilliant performance, together. Absurdly famous choreography.
9. Happiness. This doesnt beat the others.
8. Roses Turn. Its one of the greatest parts in history. It shouldnt be so low.
7. Sunday, (Finale) Sunday in the Park With George. Coming off what George has just learned about himself in Move On, it teaches him to appreciate the legacy of the whole painting together, his family, and his life as an artist. Its Sondheims personal favorite of all his songs. Gorgeous harmonies.
6. Finale - Cabaret. The devastating reveal of what happens to the heroes is the epitome of gut punching and climatic. It changes everything and completes the whole message of the show.
5. The Flesh Failures/Let the Sunshine in. Yep.
4. One, Reprise. With one of the greatest costume changes in history, and most classic choreography, theres no way this is so high. Musical blasphemy. Its not a melancholy number, the ensemble is the whole point of the show. Its been analyzed to death for good reason.
3. Do you Hear the People Sing, Reprise. Theyve achieved their salvation. Its going to be ok. Its as good as explained.
2. You Cant Stop the Beat. Its just a bit too choppy to be number #1. Its close.
1. Who Lives, Who Dies, Who Tells Your Story. Like others said, it gives us Elizas real importance. And its a more complex reveal. Its just a better song.

I enjoy most of your compilations and usually agree with your choices.
I find them helpful in reminding me of songs I have forgotten.
But
Why do you feel the need to comment on so many obvious points. Yes a little unknown trivia is great but so much of what you say is absolute drivel, and is often spoken over the best part of a much lived song.

Im sorry, but Les Mis is the best finale. Every. Single. Note. Brings me chills and makes me cry purely because the music is beautiful. All the voices joined together to create that incredible harmony at the end is just so powerful. I love all these musicals but the finale is the only one that I have a physical reaction to. You Cant Stop the Beat is a fun song, but it doesnt have that same power behind it. I definitely agree with Hamilton as number 2. Its very moving and really carries the stories message through. Im sorry but the Book of Mormon is nowhere near the level that Les Mis is. Its a great musical dont get me wrong, but Im not sobbing from the music alone by the end.

Loved the choral and orchestral work in Make your Garden Grow From Candide. When You Walk Through The Storm, at the end of Carousel, was stirring. How about, The Impossible Dream, that closed Man of La Mancha, that brought the house down, A favorite of mine, is Far From The Home I Love. from Fiddler On The Roof. it was not splashy as many of the show stoppers were, but it summed up the uncertainty they all faced. and how they all shared a remembrance of the village they lived in. On the Cheery side. The Marriage scene that closes The Mikado comes to mind, everybody is happy.

I don't understand why everyone loves Hairspray so much, I think it's massively overrated, personally I would have put Hamilton on top just because of how much it incorporates the whole ensemble, wraps up all of the loose character threads, and it's musically absolutely stunning, could not have been better executed.

I agree with You Can't Stop the Beat at number 1. It's my favorite finale song. But you seem to be forgetting many of the great classic musicals. You focused mainly on contemporary shows. What about Carousel and West Side Story?
